#130 Grey Market Equipment, Broken Systems, and the Truth We Keep Avoiding 灰色市场设备、失效的系统,以及我们不愿面对的现实
In the past few days, many people in the IT industry reached out to me after my comments on NCS posts.
They asked:
“What exactly is grey market equipment?”
Let’s not dress it up.
Grey Market Equipment — Straight Talk
It’s simple:
👉 Real equipment 👉 Big brands 👉 Sold through unofficial channels
Examples:
- Cisco
- IBM
- HP
- Huawei
No official support. No proper warranty.
Why do people still buy?
👉 Because it’s cheaper to source 👉 And extremely profitable to resell
The Truth — It’s Widely Used
Let’s stop pretending.
Grey market equipment is:
- Everywhere
- Known
- Quietly accepted
Used by system integrators, MSPs, across:
- SMEs
- MNCs
- Even environments that are supposed to be tightly controlled
Margins Drive Everything
Official channel:
- Lower margins
- Strict compliance
Grey channel:
- Deep discounts
- Huge profit spreads
Sometimes:
👉 The customer doesn’t know 👉 Sometimes… the customer knows
You decide what that means.

Now Let’s Talk About Reality on the Ground
Not theory.
Actual systems. Actual experience.
Recycling Machines That Don’t Work
This is a Return Right recycling machine operated under Singapore’s recycling initiative.
What does it say?
“We’re sorry, machine is temporarily unavailable.”
At the same time:
- It shows bin only 15% full
- It asks users to scan QR and go elsewhere
Simple question:
👉 If the machine is not full, why is it down? 👉 Who maintains it? 👉 How often is it down?
We push recycling campaigns hard.
But when people actually try to recycle:
👉 The system is not ready
Police E-Reporting — Also Not Working Properly

I went to a police e-kiosk to report a lost item.
What happened?
👉 Singpass login failed 👉 Error message: “We need a camera to scan” 👉 System couldn’t proceed
So I tried the live chat.
Here’s the actual exchange:
- Officer: “Hello are you able to hear me?”
- Me: “I can’t login via Singpass… camera is disabled.”
- Officer: “Are you reporting lost item?”
- Me: “Yes.”
- Officer: “If unable to lodge at self help machine… go online or nearest police station.”
And then:
👉 “Thanks for the feedback, we’ll look into it.”

Let’s Be Honest About This
This is not just:
- Frustrating for the public
- Or inconvenient for tourists
It also affects:
👉 Police officers trying to do their job
Because when the system fails:
- Work gets pushed elsewhere
- Manual intervention increases
- Service quality drops
Who Owns These Systems?
That’s the real question.
When:
- Machines don’t work
- Kiosks fail
- Systems cannot complete basic functions
👉 Who is accountable? 👉 Vendor? 👉 Operator? 👉 Agency? 👉 Nobody?
This Is the Same Pattern as Grey Market
Different sector.
Same behaviour.
👉 Systems look good on paper 👉 Execution breaks on the ground
And Then We Talk About “Smart Nation”
We invest heavily into:
- Digital systems
- Automation
- Public infrastructure
But if:
- Machines are down
- Systems cannot complete transactions
- Users are redirected endlessly
Then the question is:
👉 Are we building systems? 👉 Or are we building interfaces of systems?
Zooming Out — Waste, Image, and Reality
I’ve also had people reach out about waste flows.
Singapore promotes:
- Clean
- Green
- Efficient
But regionally:
- Malaysia
- China
have taken action against illegal waste operations.
So again:
👉 Is everything as clean as it looks? 👉 Or are we managing perception better than reality?
Foreign Partners Are Asking Questions
This is the part people don’t want to hear.
Foreign partners ask:
“Is Singapore as clean operationally as it claims?”
Because they:
- See inconsistencies
- Hear from insiders
- Experience the gaps
My Position
Very simple.
👉 I won’t pretend everything is perfect 👉 I won’t blindly attack either
But I will say this:
👉 If we don’t fix these gaps, others will price it into how they deal with us
And when that happens:
- Trust drops
- Deals slow
- Opportunities move elsewhere
To the Younger Hokkien Community
Many of you reached out after my last post.

You said:
- You see the issues
- You don’t fully agree with them
- You want to change things
That matters.
But let’s be clear:
👉 Change is not automatic 👉 It requires action, not observation
Final Words
Grey market equipment is not the real story.
Broken recycling machines are not the real story. Faulty police kiosks are not the real story.
👉 The real story is system integrity
Singapore is:
- Strong
- Efficient
- Capable
But also:
- Not perfect
- Not always aligned
- Not always what it appears to be
Final Question
👉 Do we want to fix things? 👉 Or continue managing how things look?
Because the world is watching.
And they are no longer just listening.
They are verifying.

讲真话 —— 到处都是
不要再自欺欺人。

- 默默被接受
由系统集成商、托管服务商卖给:
- 中小企业
- 跨国公司
- 甚至一些“应该很严格”的环境
一切的核心 —— 利润
正规渠道:
- 利润低
- 规则严格
灰色渠道:
- 采购价低
- 定价灵活
- 利润空间极大
有些情况:
👉 客户不知道 👉 有些客户其实是“知道的”
什么意思,你自己体会。
现在讲现实,不讲理论
不是报告,不是政策。
是我亲身看到的东西。
回收机器 —— 根本不能用
你看到的是一个“环保系统”。
但现实是:
👉 屏幕直接显示: “机器暂时无法使用”
而且:
- 垃圾桶才15%满
- 却叫你去别的地方
问题来了:
👉 不是满,为什么不能用? 👉 谁在维护? 👉 坏的频率有多高?
我们一直在讲环保。
但当人真的要去做:
👉 系统根本跟不上
警方电子报案系统 —— 也一样
我去警局的自助终端报失物。
结果:
👉 Singpass 登入失败 👉 显示:“需要摄像头扫描” 👉 系统直接卡住
我用现场的 Live Chat。
对话如下:
- 警员:“你听得到吗?”
- 我:“Singpass 登不进去,说没有摄像头。”
- 警员:“你是报失物吗?”
- 我:“是。”
- 警员:“那你去网上报,或者去其他警局。”
最后一句:
👉 “谢谢你的反馈,我们会跟进。”
讲重点
这不只是:
- 游客不方便
- 上班族浪费时间
这也在影响:
👉 前线警员的工作
因为:
- 系统不能用
- 工作被转移
- 人工负担增加
那到底谁负责?
这才是关键问题。
当:
- 机器坏
- 系统不能用
- 服务中断
👉 谁负责?
- Vendor?
- 承包商?
- 政府部门?
- 还是没人负责?
这和灰色市场,其实是同一个问题
不同领域。
同一个模式:
👉 表面很好看 👉 实际运作不行
然后我们还在讲“智慧国”
我们投入很多:
- 数字系统
- 自动化
- 基础设施
但如果:
- 机器不能用
- 系统走不完流程
- 用户被不断踢来踢去
那问题是:
👉 我们是在建系统? 👉 还是在建“看起来像系统的东西”?
再讲一个更大的问题 —— 垃圾
很多人跟我说:
👉 “回收其实不是你看到的那样”
新加坡对外是:
- 干净
- 绿色
- 高效
但在区域内:
- Malaysia
- China
都曾经打击非法垃圾处理。
那问题来了:
👉 我们真的那么干净吗? 👉 还是我们更会包装?
外国合作伙伴已经在问问题了
这是最现实的部分。
他们问我:
“新加坡的系统,真的完全可靠吗?”
为什么?
因为他们:
- 看到了不一致
- 听到了内部声音
- 亲身体验到了问题
我的立场
很简单:
👉 我不会盲目维护 👉 我也不会乱攻击
但我必须说:
👉 如果我们不面对问题,别人会帮我们定价这些风险
结果就是:
- 信任下降
- 投资放慢
- 机会流走

- 知道问题存在
- 不完全认同

这是好事。
但要讲清楚:
👉 改变不会自动发生 👉 只靠观察,是不会变的

灰色市场设备,不是重点。 坏掉的回收机,不是重点。 警局系统出问题,也不是重点。
👉 真正的问题是:系统的真实质量
新加坡是:
- 强
- 有效率
- 有能力
但也是:
- 不完美
- 不完全一致
- 不完全透明
最后一个问题
👉 我们是要继续演下去? 👉 还是要真正修好它?
因为现在:
世界不只是听你说什么, 他们开始自己去验证了。
