#118 When Crime Falls in One Area but Rises in Another: Is Society Ready for a Deeper Conversation?

1. Enforcement Success — and Its Blind Spots

EN Singapore’s success in reducing scams is real. Official data shows scams and cybercrime fell significantly in 2025. Yet at the same time, some physical crimes, including molestation cases, have risen. This divergence raises an important policy question:

When enforcement suppresses one category of activity, what unintended consequences might surface elsewhere?

2. Suppression Does Not Erase Behaviour

EN Recent enforcement actions against illegal massage establishments reflect Singapore’s long-standing conservative stance toward vice industries. Supporters say such action preserves public morality. Critics argue suppression without alternative frameworks may simply push demand underground.

Policy history globally shows a recurring pattern:

Suppression rarely eliminates behaviour — it redirects it.

3. A Structural Cultural Tension

EN Singapore remains socially conservative compared with many developed economies regarding sexuality. This originates from historical norms prioritising family order, lineage stability, and social discipline.

These values once strengthened society. But today’s environment is different:

  • Globalised culture
  • Digital exposure
  • Changing relationships
  • Mental-health awareness

Modern realities increasingly clash with inherited norms.

4. When Stigma Silences Victims

EN One of the most serious unintended consequences of rigid moral stigma is its impact on victims of sexual crimes. Media reports show cases where victims were accused of lying by their own families rather than supported.

When victims fear disbelief: Reporting drops. When reporting drops: Perpetrators face less accountability.

In such environments, stigma does not deter crime — it shields it.

5. Psychological Reality vs Policy Assumptions

EN Humans are biological, emotional, and social beings. Relationship experts widely agree that unresolved intimacy needs can affect mental health and relationships.

This raises a policy question rarely discussed:

Should enforcement frameworks also consider behavioural science and psychology?

6. The Question Society Must Confront

Should we be hypocrites — publicly condemning sexuality while privately indulging in it — or honest individuals who acknowledge natural biological needs?

This is not a debate about promoting vice. It is a conversation about facing reality.

Let us not wait until harm happens within our own families before questioning whether rigid thinking contributed to it.

A safe society examines causes, not only symptoms.

7. A Call for Mature Dialogue

EN Singapore’s strength has always been pragmatic adaptation. Its progress came from adjusting policy to reality, not denying complexity.

The next stage of resilience may require:

  • evidence-based policymaking
  • interdisciplinary thinking
  • psychological literacy
  • cultural honesty

Ultimately, our future generations are a product of our own making — the prejudices and preconceptions we carry today become imprints in their subconscious tomorrow, shaping how freely they can love, create and succeed.
